Open Question: What are the general requirements for transferring to semi-prestigious universities/colleges?

I will be attending a state university this upcoming fall. The school is not known for its engineering program. I'm hoping to transfer to a semi-prestigious (defined as less prestigious than the top notches [Harvard, Yale, Stanford, etc] and more prestigious than average state universities) university/college such as UC Berk, Georgia Tech, Texas A&M, Carnegie Mellon, et cetera.
