Open Question: How does Harvard select their students?

I know that Harvard regularly turns down students with good grades and SAT scores. But they also manage to accept students with average grades and SAT scores. What is the deciding factor then, about whether a student is accepted or not? What do they look at to decide if a student is good enough, or has that "it-factor" to attend the university??...
